Minister for Water and Minister for Corrective Services

Phillip Costa is the descendant of Italian emigrants to Australia in the 1930s, who worked as market gardeners. He is married to Christine, and has two adult children, Brendon and Les Lee Ann.

Phillip became a teacher in the NSW Education Department in the 1970s, and taught for over 35 years in the south-western Sydney areas of Macquarie Fields, Buxton, The Oaks, and Campbelltown. He was elected to Wollondilly Shire Council in 1985, becoming Deputy Mayor in 1999, Mayor in 2005 and was President of Macarthur Regional Organisation of Councils, member of the Wollondilly Catchment Management Committee 1991-2000, member of the Hawkesbury Nepean Local Government Advisory Group, member of the Wollondilly Economic Development Board since September 2000 and Delegate to Yarranderie Management Committee 25 September 2000.

Phillip has lived in the Wollondilly area since 1975, since then he has been an active Member of the Wollondilly Community. He has been a member of Lakesland Volunteer Rural Fire Service since 1982, member of the Rotary Club of Picton since 1985.

Phillip was elected to the NSW Legislative Assembly in the seat of Wollondilly in 2007. He became Chair of the Standing Committee on Broadband in Rural and Regional Communities and a Member of the Standing Committee on Parliamentary Privilege and Ethics in June 2007. Phillip stepped down from both committees on 8 September 2008 when he was appointed a Ministerial Portfolio.

On 8 September 2008 Phillip was sworn in as Minister for Water and Minister for Regional Development.
